As part of their ongoing commitment to keep neighbours and the surrounding community advised of their operations, Waste Management of Ottawa (WM) will be proposing an expansion of our Waste Management Facility on Carp Road.
WM are proposing to expand our Ottawa waste management facility to increase the recycling, composting and landfill capacity with plans to capture the landfill gas and use it to generate electricity – enough to supply power up to 13,000 homes every day.
This environmentally safe, multi-purpose facility will be designed, built and operated in accordance with the Ontario Ministry of the Environment’s strict landfill regulations. The facility will further enhance the environmental protection of the ground water by building a double composite liner that’s more than three metres thick and includes leachate collection and treatment along with systems for the comprehensive monitoring of ground and surface water and landfill gas.
This expansion is required to meet the needs of a thriving and growing city over the next 25 years and represents an important component of the City of Ottawa’s Integrated Waste Management Master Plan to increase recycling and provide environmentally safe disposal of solid waste.
What’s key to WM’s proposal is that WM will continue to reserve up to 90 per cent of their landfill’s capacity for the City of Ottawa.
WM will be undertaking a comprehensive Environmental Assessment (EA) process that will consider the interests of the public, the environment and Waste Management. The first step in this process is the preparation of a draft Terms of Reference document, a detailed plan for how we intend to conduct the Environmental Assessment.
To help neighbours and the community in general learn more about the expansion project and to review the draft Terms of Reference, WM Ottawa will be hosting an Open House on Tuesday, February 7, 2006 from 5 – 8 p.m. at the West Carleton Meeting Centre. WM invite you, as an individual or as a representative of a local organization, to share your comments and suggestions with them.
After WM have been able to benefit from the community’s views, the Terms of Reference will be submitted to the Ontario Minister of the Environment for approval. Following approval from the Minister, WM will initiate our Environmental Assessment, with the Ministry of the Environment providing oversight and guidance throughout the process.
